No. 1 Unit of Dubai Hassan Clean Coal-fired Power Plant Project with Steel Structures Built by CSCEC Science and Industry Is Successfully Connected to Grid

  Recently, the Dubai Hassan 4×600MW Clean Coal-fired Power Plant Project in which the steel structures were built by China Construction Science and Industry Construction Limited (“CSCEC Science and Industry”) ushered in a milestone. The No. 1 Unit was successfully connected to the grid, marking a significant breakthrough in the first clean coal-fired power plant in the Middle East and the first power plant to achieve dual-fuel full-load power supply in the world. This also lays a solid foundation for the first unit of the project to be fully under reliability test and subsequent commercial operation.

  The Dubai Hassan Clean Coal-fired Power Plant Project is a major engineering project for the “Belt and Road” international cooperation. The project is equipped with 4 ultra supercritical units with a total installed capacity of 2,400MW, and is capable of complete burning of coal or natural gas as backup fuel. The 4 units will all be put into commercial operation in 2023 and will then supply 20% of the power energy in Dubai. They will also be a reliable power supply source for the Dubai World Expo.

  Truly “Made in China”

  The Dubai Hassan Clean Coal-fired Power Plant Project includes many Chinese elements and integrates Chinese investment, Chinese financing, Chinese general contracting, Chinese design, Chinese manufacturing, and Chinese construction as a whole. CSCEC Science and Industry is mainly responsible for the manufacturing and installation of over 70,000 tons of steel structures in the 1#-4# main workshops, electrical control building, 1#&2# dry coal sheds in the centralized control building, and  the auxiliary structure among the 4 units of the Hassan project. All the steel structures are manufactured by the Tianjin Plant of CSCEC Science and Industry. Up to now, more than 45,000 tons of steel structures have been installed and more than 55,000 tons have been manufactured. More than 90 individual DM have been accepted and delivered to the municipal government.

  “A Commendatory Letter” across the Ocean

  The spread of COVID-19 in early 2020 had a tremendous impact on this cross-border project, and the manufacturing of steel components for the 3# main workshop and the electrical control building was delayed. Under the huge pressure from the delayed resumption of work, unavailability of raw materials, and the postponed congregation of steel structures at the port, the Project Department of Hassan Power Plant and the Tianjin Plant worked shoulder to shoulder to open a green channel for rapid approval of material procurement, make overall plans of manufacturing capacity, concentrate existing manpower and equipment while ensuring scientific and effective epidemic prevention. They raced against time to overcome the epidemic impact and went all out to manufacture the steel components for the 3# main workshop and the electrical control building. They did their best to reduce the impact of epidemic on manufacturing contract performance.

  Having overcoming the difficulties during the harsh epidemic period, CSCEC Science and Industry successfully accomplished the task and congregated the first batch of 1,600-ton steel components and the second batch of 1,715-ton steel components for the 3# main workshop at the port on March 31 and May 5, respectively. On May 20, 2,450 tons of components for the electrical control building and other spaces were shipped. Under the pressing epidemic battle, they won precious time and received a commendatory letter in which they were highly praised by the EPC unit.

  At present, the epidemic has been curbed in China, but it is still growing rapidly and pressing in the Middle East. With the capability of strong contract performance as a central enterprise, CSCEC Science and Industry will maintain the executive power and action in spite of high pressure, never slacken or retreat, and roll up its sleeves to work harder for victories in both epidemic prevention and control and the progress goal of the project.
